Italian submarine bidder Fincantieri has grouped together companies within the SA defence industry to support the company in its contract bid to supply four submarines to the South African Navy. The grouping is known as the SA Submarine Industrial Cluster ("SASubClub") and will co-ordinate the efforts of individuals and companies backing the bid.

The SASubClub was formed in April by 15 defence industry companies and organisations and has since expanded to 19.

The membership is made up of Atomic Energy Corporation Fabritek, ABB, Atlantis Consulting (Originators), CI Systems, CSIR Aerotek, CSIR Mattek, Electrowave, Denel Eloptro, Grintek Electronics, Institute for Maritime Technology, Logtek, Paradigm Systems, Reunert Defence Logistics, Reumech Austral, SDM, Wartsila NSD, Plessey, ABB Industry, VuXaKa, Optima and Siemens.

The SASubClub will provide foreign shipyards with a contact point for local industry. As part of the organisation's mission, which is to ensure the defence industry's survival and growth in an international environment, it could recommend the services and products of companies otherwise unnoticed. As a result it would secure current jobs and lead to the creation of new jobs, facilitate skills development and attract foreign investment. It would also provide an opportunity to become a global supplier in conjunction with major overseas companies.

CI, SASubClub member, specialises in real-time network-based solutions for mission-critical applications and its contribution to the bids for the SA Navy's new vessels includes two locally designed, state-of-the-art digital control systems.

The first of these, the Platform Management System (PMS), is an integrated vessel control and monitoring system, providing centralised management of sub-systems by means of a computer network. Access to the functions of the PMS is via a sophisticated man-machine interface, using a graphical environment to effectively display information concerning the move and float functions of the ship.

The second, CI System's Information Management System (IMS), is a ship-borne network based on SAFENET (Survivable Adaptable Fibre Optic Embedded Network) that manages the transfer of time-critical command and control messages, multimedia streams and background file transfer from many sources to many destinations. The IMS effectively provides the logical integration function of the fight function of the ship.

The SASubClub aims to ensure local involvement and ongoing technological capabilities such as the IMS and PMS. Therefore, exclusivity will not be offered to any foreign participant, but the industrial participation portion of the procurement will be maximised.
